NJ Transit will abandon plans to construct a gas-burning power plant in Kearny and recommit just over $500 million of funding dedicated to the plant to three other infrastructure projects.

The Kearny project, called the NJ TransitGrid Microgrid Central Facility, was meant to prevent service interruptions during severe weather events like those seen following Hurricane Sandy, but the proposal faced heavy opposition from environmentalists and local advocates who worried about impacts the plant would have in Kearny and outlying communities.

“This is a victory for the grassroots activists who never stopped pushing the Murphy administration to reject a scheme to place a new fossil fuel project near communities that have suffered from decades of industrial pollution,” said Matt Smith, New Jersey state director for Food and Water Watch. “They did not accept the bogus notion that a fracked gas plant could be a sustainability solution in the midst of a climate emergency.”

NJ Transit said improvements to the state’s power grid had defrayed the state’s need for the Kearny plant, adding the project is no longer financially feasible.

The largest share of the plant’s funding, $240 million, will now go toward the replacement of the aging Raritan River Bridge, a span more than a century old that was damaged during Sandy. Plans for the new bridge have it standing higher above the Raritan and requiring less maintenance to ensure it can open properly.

Another $175 million will go toward the Delco Lead & County Yard Expansion, a train storage facility meant to guard up to 444 of the agency’s vehicles during severe storms and allow rail service to more quickly resume in the aftermath of inclement weather.

The remaining $80 million will go toward filling the Hoboken Long Slip, a 2,000-foot defunct barge canal that acts as a conduit for flooding in the Hudson County city. The filled canal would include new elevated tracks for emergency rail service if a severe storm causes outages on the line’s main tracks.

“While the TransitGrid procurement process provided valuable knowledge for the future, it showed the funding would be better used to protect these other critical points around the state,” said NJ Transit President and CEO Kevin Corbett. “This determination was reinforced by New Jersey’s utilities’ work to strengthen the state’s power grid since Superstorm Sandy.”

Kearny has a new mayor — at least to get the town through the summer and fall.

Second Ward Councilman Peter Santana is now Mayor Santana after five of the eight councilmembers, including himself, voted in favor of his appointment at Tuesday’s council meeting. Longtime Councilwoman Carol Jean Doyle received the other three votes.

The mayoral seat became vacant for the first time in nearly 24 years at the end of Junewhen former Mayor Al Santos was confirmed as a superior court judge.

And while the question of who will serve as interim mayor is now settled, Santana and Doyle plan to run for the position in November when the public will get to choose their next mayor in a special election.

The 76-year-old Doyle, who had overwhelming support of the audience, said she hopes to finish out her nearly three decades in elected office as mayor. She says she would serve just two years, the remainder of Santos’ term.

Santana knows he has a campaign ahead of him, but said his immediate focus is on establishing himself in his new role. Beginning Wednesday, he said he would meet with all of the towns department heads to get a grasp of where their departments stand and any suggestions they have for improvements.

“I think they’re great professionals and there is no plan to change any (roles) now,” Santana said. “We’re going to keep the administration as is.”

He will also usher through major projects in the works under a new role. As the council prepares to introduce an ordinance that would establish a new town parking program, he plans to attend all of the public meetings about it, expected to be held in each ward.

And as the town looks to create a new recreation center at a recently purchased church, he hopes to create a committee to help develop a plan for the project.

His official mayoral campaign will begin soon as well, Santana said.

“I think my focus right now, at least for a few weeks, is to make sure that we get everybody settled get everybody in place and get everything done and rolling,” the mayor said. “Once we do that, we can focus on campaigning and going door-to-door and making sure the residents see me face-to-face.”

Santana was appointed to the city council in 2017. He is an IT director for the Harrison school district and a night school principal for the Hudson County Schools of Technology.

Santana was born in Brazil and graduated college there before earning a master’s degree at Saint Peter’s University in Jersey City.

The 40-year-old, and his colleagues who voted for him, said Kearny should have stability in the office of mayor. Santana hopes to lead the town for years to come. Both he and Doyle ran on the Hudson County Democratic Organization-backed Santos ticket in the prior election.

“I think he’s the guy for the future of Kearny,” said Councilman George Zapata.

Doyle, meanwhile, said she’s humbled by how many people expressed support for her both before and at the meeting.

“The support is out there for me, so I don’t want to disappoint my residents,” Doyle said. “I’ve been supporting them for over 27 years as an elected official.”

Former Councilwoman Susan McCurrie was the third person that the Kearny Democratic Committee nominated for the mayoral role.

The committee will now nominate three people to be considered for the appointment of Santana’s Second Ward council seat.
